Got Meds? With the rise of opioid abuse in recent years, the Project Medicine Drop program has helped provide a solution to one of this country’s biggest problems- prescription drug abuse. In partnership with local law enforcement agencies, the Division of Consumer Affairs under the Office of the Attorney General has made a safe and easy way to dispose of your unwanted, unused, and expired prescription medications. Project Medicine Drop allows you to dispose of your medications 24/7/365 anonymously. For years, these medications have remained in people’s medicine cabinets where abusers can abuse and sell these drugs. Flushing them into the toilet creates environmental risk factors while placing them in the trash may make them available to abusers or clog our landfills.
In July 2013, Spring Lake Heights became the third police department in Monmouth County to recognize the prescription drug problem and take a stand by becoming a participant in the Project Medicine Drop program. Since its inception, Spring Lake Heights Police has collected over a ton of prescription medication and has had it destroyed. Spring Lake Heights Police has placed a secure, metal drop box similar to a post office mail dropbox inside the lobby at police headquarters (555 Brighton Avenue) for the public’s use. The Project Medicine Drop Box is available to the public 24/7.

S.L.H. P.D. Annual Collection & Destruction of Unused Medication Totals Report
Spring Lake Heights Police Department Chief of Police Edward Gunnell has recently established a “Safe Exchange Zone” at the Spring Lake Heights Municipal Building where residents can complete online purchase transactions and make child custodial exchanges. The “Safe Exchange Zone” was created as a means of addressing safety concerns brought about by residents involved with online purchases from websites such as Craigslist, eBay, Facebook, and classified ads, as well as to provide a safe location for families with visitation rights to make custodial exchanges. The zone’s proximity to police personnel is meant to increase residents’ peace of mind when engaging in such transactions with unfamiliar individuals and when conducting child custody exchanges.
The “Safe Exchange Zone” is located in the rear or the Spring Lake Heights Municipal Building adjacent to the doors leading to the Spring Lake Heights Police Department’s foyer. The “Safe Exchange Zone” is located in a lighted area and is under 24-hour video surveillance which is recorded by state-of-the-art high definition police department security cameras.
While the “Safe Exchange Zone” provides a safe area for buyers and sellers to meet, it is important to remember that people you meet online are strangers and can pose dangers. Not every buyer or seller you meet online is someone who is true with their intent.
When making arrangements to complete online transactions face-to-face, residents are reminded to:
- Complete all transactions during daylight hours, if possible
- Bring a cell phone in case of emergency
- Notify friends or family about the details of the exchange beforehand
- Never invite strangers to their home or agree to meet at a stranger’s home
- Reconsider any transaction with an individual who refuses to meet at a “Safe Exchange Zone” such as our own
Borough police officers, or any other Borough Official or employee, will not be permitted to witness, give legal advice, or settle disputes relating to any transactions. The Borough cannot make any guarantees, assurances, or promises with respect to the condition or authenticity of any items exchanged between parties.

Applications for Temporary Handicapped Parking Placards can be picked up during normal business hours and can also be found on the NJ Division of Motor Vehicle’s website and by clicking on the link below. They must be completed, signed by a medical doctor, and returned with a $4.00 check or money order payable to “NJMVC.” These temporary permits will be issued only when necessary and when the applicant’s physical condition is not permanent. These permits last six months and can be extended an additional six months when necessary. Permanent placards can be obtained through the NJMVC (formerly known as the DMV).

#NOTEVENONCE is an interactive course that is a collaborative effort between law enforcement and educators with the goal of informing students about the dangers of opiates before they leave for college or enter the work force. This program, which meets all of the New Jersey Student Learning Standards for Health Education curriculum, is taught to students during their senior year of high school. The primary goal of the program is to educate students about opiate abuse and provide them the tools and life skills that they need to make better decisions.
The program, #NOTEVENONCE, touches on a common theme officers often hear when they speak with a person addicted to opiates — if they hadn’t of tried opiates even once, they never would have become addicted and encountered the numerous health, legal, and social issues that are associated with opiate addiction.
Sergeant Kenneth Hager has been the Spring Lake Heights Police Department’s representative since the fall of 2016. He, along with officers from the police departments that serve the residents of the Manasquan High School sending districts including the Avon By The Sea, Belmar, Lake Como, Spring Lake, Spring Lake Heights, Sea Girt and Brielle Boards of Education present this week long course multiple times throughout the school year to Manasquan High School’s senior class.

Police officers are available to provide security for your private event or traffic control for your construction project within the Borough of Spring Lake Heights. Officers are authorized to accept these assignments upon approval by the Chief of Police and shall be considered “special assignments for independent contractors.” However, there are specific guidelines that have been adopted by the New Jersey State Attorney General, the State Division of Local Government Services as well as Spring Lake Heights borough ordinance #2-13.6, which regulate how these assignments are made and paid for.
Often you may see an officer in a marked police vehicle with utility crews working along our roadways. This is an example of an Extra Duty Employment assignment. These officers are paid for by the private contractor and are in addition to the officers regularly scheduled duties. This ensures the safety of crews, work zones, motorists and pedestrians at no cost to our residents.

The Spring Lake Heights Police Department recommends that all residents register their bicycles. Every year, our officers respond to numerous calls where a bicycle has been found or stolen. In many cases, the owner of the bicycle is unable to provide its serial number, which is extremely important to officers for both locating and returning bicycles.
Our Bicycle Registration is a free service that provides our officers with the proper information needed to find and return found and stolen bicycles. The required information includes the bicycle’s serial number, make, model, identifying characteristics, etc.
Common Serial Number Locations:
When you have completed and submitted the Bicycle Registration Form an officer will assign a Spring Lake Heights Police Department bicycle registration # and an accompanying sticker for your bicycle. A Spring Lake Heights police officer will contact you to pick up your Bicycle Registration sticker from police headquarters.

HOUSE CHECK REGISTRATIONS
The Spring Lake Heights Police Department wants the residents of Spring Lake Heights to be able to leave their home for extended periods without worry. Our department provides a free service where our patrols frequently check on your vacant home while you are away.
Homes that are registered with this service will be periodically checked by our police officers for the duration of your absence. During these checks, officers will ensure that all doors, windows, garages, etc. on the property are secure. If anything has been opened, officers will check to make sure there have been no unauthorized entries before securing the property again. If there appears to be damage to the residence, an officer will immediately contact the homeowner to advise them of the damage as well as investigate further. If the homeowner cannot be reached, an officer will call the emergency contact on the attached form.

The intention of Operation Reassurance is to make sure that people living alone have the opportunity to chat with our dispatchers every morning, letting dispatch know that you are ok and that no emergencies occurred overnight that would otherwise go unnoticed.
Operation Reassurance is geared for your safety while living alone. In addition, your relatives will have a continued sense of security and peace of mind that you are being cared for by the Spring Lake Heights Police Department.

The Spring Lake Heights Police Department is committed to a productive partnership with the community. In an effort to expand that partnership and provide more comprehensive services to the community the Spring Lake Heights Police Department is initiating Operation Watch Dog. This program encourages residents and businesses to register their privately-owned home/business video surveillance in efforts to increase safety and reduce crime. The department recognizes that crimes can be committed at any place or time and that home/business video surveillance may have captured vital footage that could help solve crimes in our community. During a criminal investigation our officers are often unaware of the many residences and businesses that have surveillance systems who may have captured footage of value to the investigation. Having knowledge of the location of a surveillance system in the area of a crime could be instrumental in a successful resolution.
There are several benefits to registering with the Spring Lake Heights Police Department Operation Watch Dog. It expedites the retrieval of footage from surveillance systems close to the crime scene in an effort to uncover criminal activity. It also reduces the number of officers assigned to canvass the area around a crime scene for operational surveillance systems. This allows officers assigned to the investigation to be deployed to other tasks in the investigation thereby enabling a higher degree of efficiency of allocated resources. Please note that this program DOES NOT give police the ability to tap into any home or business surveillance feeds.
If you are signed up for the Operation Watch Dog and a crime occurs in your neighborhood, you may be contacted by a Spring Lake Heights Police Officer who would ask if you could examine the time frame in question for potential video footage. If your equipment was able to record pertinent information, we would arrange a convenient time and day to retrieve the footage from you.
Your participation in Operation Watch Dog always remains 100% voluntary and your personal information will be kept confidential and not for public dissemination. Only law enforcement personnel can view the surveillance footage.
Operation Watch Dog is just another useful tool which offers residents and businesses the opportunity to partner with the Spring Lake Heights Police Department in the fight against crime throughout the Borough. If you would like to participate in this program residents and businesses are encouraged to register their cameras at no cost by filling out a short application below.
How Operation Watchdog works:
Registration: This step is easy and takes just a few minutes to complete. You provide contact information and tell us where your cameras are located. There is no cost for registration.
Confirmation: Once the application is completed, a member of the Spring Lake Heights Police Department who will follow up with you to confirm your information.
Call for Assistance: Spring Lake Heights Police will only contact you if there is a criminal incident in the area of your security cameras. Police personnel may request a copy of any video captured by your cameras which may be pertinent to the investigation.
Terms and Conditions:
Operation Watch Dog is created to partner up with our residents and businesses by working together as a team to combat criminal activity in your neighborhoods and business areas. By joining this program, the registrants agree to the following Terms and Conditions:
- Any video footage collected by the Spring Lake Heights Police Department relating to criminal activity may be used in the investigation and as possible evidence.
- Video footage provided to the Spring Lake Heights Police Department is reserved for Official Use Only.
- Under no circumstances shall registrants construe that they are acting as an agent/employee of the Spring Lake Heights Police Department through the Operation Watch Dog program.
- When necessary the Spring Lake Heights Police Department will contact you directly using the information provided to obtain security camera footage.
- You agree not to release any video footage or still images to the media without consulting with the Spring Lake Heights Police Department.
- A member of the Spring Lake Heights Police Department will call you to confirm your information prior to entering into our data base
- You will only receive a call from the Spring Lake Heights Police Department if there is a criminal incident in your area

The Spring Lake Police Explorers Program is designed to provide young men and women a first-hand look of the prestigious career of law enforcement and related fields within the criminal justice system. The Police Explorer Program covers various topics in a classroom setting such as K-9 demonstrations, patrol tactics, evidence collection, motor vehicle stops, handcuffing and searching procedures, traffic control and much more. The Spring Lake Police Explorer Program is offered to both male and female Monmouth County residents and consists of two organizations based upon age.
The Explorers Club- is offered to interested male and females who have completed the 6th grade through 13 years old. The Explorers Club members will meet and participate with the Post in bi-weekly meetings and trainings.
The Explorers Post- is offered to interested male and females who are 14 years old through 20 years old. These members will fully participate in the meetings and trainings. In addition to the meetings, these individuals will be trained and assigned to assist in traffic control for community events such as the Spring Lake 5. These members will also be permitted to conduct a ride-along with police officers while on patrol.
The Spring Lake Heights Police Department endorses this program and provides its’ officers with opportunities to assist the program with instruction and supervision. The Spring Lake Police Explorer meetings are held at the Spring Lake First Aid Squad Building, 309 Washington Avenue Spring Lake, NJ 07762, every other Wednesday 4:00pm – 5:00pm throughout the year. The Explorers Post members may be needed to assist with community events on some Saturday’s throughout the year. There is a yearly fee associated with membership which varies based on enrollment date.

The L.E.A.D. (Law Enforcement Against Drugs) program provides students with the confidence and skills they need to grow into happy, healthy adults. Too Good for Drugs puts social and emotional learning to work through fun and interactive lessons, building the self-confidence young people need to make healthy choices and achieve success.
Too Good for Drugs and pro-social attitudes and behavior, while fostering healthy relationships, resistance to substance abuse and conflict, and resistance to negative peer pressure and influence. Too Good cultivates positive outcomes through the development of:
- Goal setting skills
- Decision making skills
- Conflict resolution skills
- Effective communication skills
- Social and emotional competency
Too Good for Drugs expands on the social emotional skills students learned in elementary school and explores in greater depth the negative effects of alcohol, tobacco, and other drug use on the brain and body. Spring Lake Heights Police Department Sergeant Kenneth Hager and Patrolwoman Samantha Levy have been trained and certified as L.E.A.D. instructors and deliver program curriculum to students in the Spring Lake Heights Elementary School. Officer Hager has been teaching the 5th grade L.E.A.D. class since 2015 and is expanding the curriculum to the 7th grade while Officer Levy will be introducing and instructing both the 1st and 3rd grades.

The Spring Lake Heights Police Department is now accepting firearms applications for Firearms Purchaser Identification Cards and Pistol Purchase Permits electronically. The responsibility of Firearms Permitting for residents of Spring Lake Heights is currently assigned to Detective Sergeant Casey Willms, Sergeant Kenneth Hager, Patrolman Ian Davis and Patrolman Connor Bokop. The Spring Lake Heights Police Department Firearms Permit officers complete all requirements associated with background checks and investigations associated to firearms permitting, up to the final approval or denial of the applications. The decision for the final disposition of a Firearms Permit application rests solely with the Chief of Police. His decision is based on several factors outlined by law, in addition to the careful consideration of the safety of both the individual applicant and the public.
All applicants are to use the New Jersey State Police online FARS system for all applications including handgun permits, initial firearms ID, and changes of address. The Firearms Permit officers will assist residents that do not have access to a computer or those residents who are otherwise unable to complete the online forms. The use of the online system streamlines and accelerates the process for the both applicant and the police department, all the while keeping the applicant informed of the progress of the process.

One of the 15 greatest achievements in child injury prevention has been in child passenger safety. New babies are born every day and as kids grow their safety needs change. Parents and caregivers need to pay attention to those changes for at least age 13 when a child can correctly wear an adult seat belt.
Spring Lake Heights Police Department Patrolman Raymond Kwiatkowski and Patrolman Tyler Vadas are nationally certified C.P.S. (Child Passenger Safety) technicians. These officers have completed over 30 hours of training and are proud to provide car seat inspections to the residents of Spring Lake Heights and the general public.
A car seat inspection can be scheduled with either officer via e-mail. This car seat inspection provides parent(s) and/or caregivers with one-on-one time with a nationally certified C.P.S. technician.
During this inspection parents and caregivers can expect to receive:
- Proper education and hands on assistance
- Proper use of the child restraint systems and seat belts
- In depth instruction on specific age and weight requirements
Upon completion of an inspection, parents and caregivers will leave feeling comfortable and confident in handling and installing their car seat(s). A car seat inspection can take upwards of an hour, so we ask that you please plan accordingly when scheduling appointments.
These officer’s schedules are flexible and they are more than willing to schedule an appointment when it is most convenient for you, the parent or caregiver.
