PERMITS (CANVASSING / A.B.C. / RAFFLE)

The Spring Lake Heights Detective Bureau works with the Borough of Spring Lake Heights in the applications for the licensing of canvassing, raffles and A.B.C. (Alcoholic Beverage Control) permits. In all cases the detective bureau is tasked with performing various levels of background checks using public record searches, local searches, and internet resources.

Canvassing Permits:

Canvassing permit applications are submitted directly to the borough administrative offices, and not the police department. Covered by Spring Lake Heights Borough Ordinance #4-2, the Chief of Police will ultimately decide on the disposition of the canvassing application based on the background check of both the business and the subjects noted on the applications to do the canvassing.  All subjects participating in the canvassing must be named on the permits.

A.B.C. (Alcoholic Beverage Control) Permits:

Applications should be submitted using the NJ state POSSE system at https://www.njoag.gov/about/divisions-and-offices/division-of-alcoholic-beverage-control-home/posse-online-licensing-system/. The applications are electronically submitted from this site to the borough offices and the police department for further action. The detective bureau will undertake investigation of all necessary permit application and submits to the findings to the Chief of Police for final disposition. Detective Sergeant Willms is also the local A.B.C. enforcement officer and is responsible for permitted establishment inspections.

Raffle Permits:

Applications for raffle permits are submitted directly to the borough administrative offices, and not the police department. Copies of raffle permits can be downloaded and printed from the New Jersey LGCCC at https://www.njconsumeraffairs.gov/lgccc/Pages/applications.aspx Those applications are forwarded to the detective bureau for investigation of the applicants, their business and those involved in the conduct of the raffles to assure that the raffles are being held in accordance with New Jersey state laws and are free from fraud. The findings are submitted back to the borough for further processing
